Kevin Dugan was born in Kingston, New York on October 30, 1959 and grew up in Florida. He received a Bachelor of Science degree from Florida State University in 1981 and received his Juris Doctorate from Stetson College of Law in 1985. He was admitted to The Florida Bar in 1985 and was admitted to practice before the United States District Court for the Middle District of Florida in 1986. In 1987, he was admitted to practice before the United States Court of Appeals for the Eleventh Circuit and United States Supreme Court in 1990. In 1990, Mr. Dugan was admitted to practice in the State Courts of New Hampshire and in the United States District Court for the District of New Hampshire.
